The annoying twirp who has been posting pictures of others.
She calls herself Heng Kia, but seriously I think Gong Kia or Siao Kia or Si Ginna Kia would have suited her much more aptly.
And she has the ability to shoot water in a straight line. Like who cares for that. I'm suspecting that she's actually a part of the Brotherhood of the Aquamarines.
